Outline of Training Exercises in Tottori Prefecture

2. Major exercise sites

(1) Tottori Budokan
· On-site activities against chemical agent bombing incidents by Fire Department, Police, and Self-Defense Forces (rescue activities, decontamination activities, and detection of chemical agents, etc.)
(2) Yonago Station of Ground Self-Defense Force
· Opening of temporary medical facilities and implementation of medical activities
· Establishment of hospitals (deemed hospitals) by each medical organization
(3) Miho Air Base of Air Self-Defense Force
· Transportation of government staff dispatched to sites
· Wide-area transportation of injured persons (exercises included picking up and carrying injured persons into aircraft and running the aircraft on the ground.)
(4) Yonago City Welfare and Health Center "Fureai-no-sato"
· Acceptance of slightly injured persons as a temporary medical facility and implementation of rescue activities such as medical treatment
(5) Kamo-area in Yonago City
· Evacuation of residents living around the Tottori Budokan (parking lot of the Yumigahama park)
(6) West Tottori General Office
· Establishment and operation of National and Tottori Prefectural Emergency Response Situations Task Force and holding of the Joint Countermeasures Council
(7) Yonago City Hall
· Establishment and operation of Yonago Municipal Emergency Response Situations Task Force
(8) Tottori Prefectural Government
· Establishment and operation of Tottori Emergency Response Headquarters

3. Assumption

  • A chemical agent bombing incident by an unidentified armed group has occurred at a sports facility (Tottori Budokan) where many local citizens gathered for an event. There are many casualties.
  • The fleeing armed group has locked itself in a public facility (Tottori Prefectural Fire Training School), threatening to release large amounts of chemical agents it holds.
  • Unused explosives were found near the Tottori Budokan (parking lot of the Yumigahama park)

4. Major exercises

(1) Training exercises
a.  Exercises for disaster response (Tottori Budokan)
Responding to a chemical agent explosion and scattering incident by an armed group, exercises for disaster responses such as on-site rescue activities and emergency aid activities are to be implemented.
b.  Evacuation drill for local residents (Kamo area)
Responding to detection of unused explosives, an evacuation drill for local residents (evacuation to outside of the region) is to be implemented as an emergency response protection measure.
c.  Rescue exercises (in front of the Yonago Station of Ground Self-Defense Force, Fureai-no-sato, and Miho Air Base of Air Self-Defense Force)
Injured persons transported from Tottori Budokan, where they were victims of the incident, are to be accepted by each medical organization and provided with rescue measures such as medical treatment.
(2) Exercises to establish and operate the Emergency Response Situations Task Force, etc.
a.  Exercises to establish and operate the Emergency Response Situations Task Force, etc. (Tottori Prefectural Government and Yonago City Hall)
Upon receiving a report of the incident, Tottori prefecture and Yonago City are to establish the Counter Terrorism Headquarters, respectively, for implementing initial measures. After the national government recognizes emergency response situations, Tottori prefecture and Yonago City are to establish the Emergency Response On-site Headquarters, respectively.
b.  Exercises to establish and operate Emergency Response Situations Field Task Force, etc. (West Tottori General Office)
Upon receiving a report of the incident, Tottori prefecture is to establish a West Branch of Counter Terrorism Headquarters for implementing initial measures. After the national government recognizes emergency response situations, the national government and Tottori prefecture are to establish the Emergency Response Situations Field Task Force, respectively.
c.  Exercises to operate Joint Countermeasures Council (West Tottori General Office)
The Joint Countermeasures Council meeting is to be held by the National and Tottori Prefecural Emergency Response Situations Field Task Force, Yonago City, and related organizations (Police and Self-Defense Forces, etc.)
