1. Date and time

Tokyo Metropolitan Government (map exercises)
Tokyo Metropolitan Art Space (training exercises)

3. Assumption

A blackout occurred over a wide area of Tokyo at around 10:00 a.m. Subsequently, dispersion of chemical agents and explosions occurred intermittently at various railway facilities, cultural facilities, office buildings and accommodation facilities, causing large-scale damage.

4. Major exercises

(1) Exercises necessary for the Metropolitan Emergency Response Situations Task Force to collect information, judge situations, make decisions, and implement Civil Protection measures (map exercises)
(2) Evacuation guidance and decontamination activities by Fire Department, Self Defense Forces, and the Police, etc. (training exercises)

5. Participating organizations

Cabinet Secretariat; Fire and Disaster Management Agency; Ground Self-Defense Force; Tokyo Metropolitan Government; Tokyo Metropolitan Police Department; Tokyo Fire Department; related wards; and related business entities
