  The Cabinet Secretariat has summarized the achievements and problems of the map exercise for emergency response situations implemented on October 28, 2005 and the civil protection field exercise implemented on November 27, 2005. These are listed below along with findings of a questionnaire survey conducted on the people who took part in the civil protection field exercise.

• All prefectures complete formulation of Civil Protection Plans (March 31, 2006)
  With the cabinet decision on March 31, 2006, 24 prefectures concluded consultations with the Prime Minister concerning Prefectural Civil Protection Plans and completed the formulation of the plans. As a result, formulation of Civil Protection Plans has been completed by all prefectures, including the 23 prefectures that obtained approval at cabinet meetings in July 2005 or January 2006.
