3. Assumption

A chemical agent bombing incident by an unidentified armed group has occurred in Fukuoka City, causing many casualties. After committing the bombing, the terrorist group holding chemical agents has locked itself in.

4. Major exercises

(1) Exercises to establish and operate the National Field Task Force
*Designated administrative agencies dispatched staff to the National Field Task Force.
(2) Exercises to establish and operate the Fukuoka Prefectural Emergency Response Situations Task Force
(3) Exercises for initial responses of Fukuoka prefecture upon occurrence of emergency response situations (information gathering, reporting, and cooperation among related organizations)
(4) Exercises necessary for the Fukuoka Prefectural Emergency Response Situations Task Force to collect information, judge situations, make decisions, and implement Civil Protection measures after emergency response situations are recognized

Cabinet Secretariat; National Police Agency; Defense Agency; Defense Facilities Administration Agency; Fire and Disaster Management Agency; Ministry of Education, Culture, Sports, Science and Technology; Ministry of Health, Labour and Welfare; Ministry of Agriculture, Forestry and Fisheries; Ministry of Economy, Trade and Industry; Ministry of Land, Infrastructure and Transport; Japan Meteorological Agency; Japan Coast Guard; Ministry of the Environment; Ground Self-Defense Force; Maritime Self-Defense Force; Air Self-Defense Force; Fukuoka prefecture; Fukuoka Police Headquarters; Fukuoka City, Fire Department of Fukuoka City; and Japanese Red Cross Society
