2. Exercise sites
Prime Minister's Official Residence, Ibaraki Prefectural Government, Ibaraki Prefecture Nuclear Off-site Center, and Tokai-mura and Hitachi City (both for evacuation centers)
3. Assumption
A nuclear power plant was attacked by an unidentified terrorist group, which broke down part of the facility, resulting in a leakage of radioactive materials.
4. Major exercises

Exercises to establish and operate the Ibaraki Prefectural Emergency Response Situations Task Force

Exercises to distribute information between the National Emergency Response Situations (Field) Task Force, Ibaraki Emergency Response Situations (Field) Task Force, and municipalities
(3)
Evacuation drills for residents of areas requiring evacuation led by the Fire Department, the Self Defense Forces, and the Prefectural Police
5. Participating organizations
Cabinet Secretariat; Fire and Disaster Management Agency; Ministry of Education, Culture, Sports, Science and Technology; Ministry of Economy, Trade and Industry; Japan Meteorological Agency; Japan Coast Guard; Ground Self-Defense Force; Nuclear Safety Commission; Ibaraki prefecture; all municipalities in Ibaraki prefecture including Tokai-mura and Hitachi City (these all participated in communication exercises); Ibaraki Police Headquarters; volunteer fire brigades of Tokai-mura; Fire Headquarters and volunteer fire brigades of Hitachi City; Japan Atomic Power Company; Japan Atomic Energy Agency; Japanese Red Cross Society; NHK; NTT East; and Tokyo Electric Power Company, etc. (about 100 organizations) *About 2,400 participants in total
