Outline of Training Exercises in Hokkaido

1. Date and time

2. Exercise sites

Prime Minister's Official Residence, Hokkaido government, Tomakomai City, and Atsuma Town (Petrochemical complex specific establishment)

3. Assumption

Oil tanks have exploded in flames at an establishment located in the east of the Tomakomai district in the specific disaster prevention area including petrochemical complexes. Some workers have been injured. The Hokkaido government initially took countermeasures based on the premise of a disaster of unknown origin. However, it has become clear that it was a terrorist attack, with successive discoveries of explosives at a complex in the west of the Tomakomai district.

4. Major exercises

(1) Exercise to establish the Hokkaido Emergency Response Headquarters and On-site Headquarters
(2) Exercise for communication between the National Government Emergency Response Headquarters, the Hokkaido Emergency Response Headquarters, On-site Headquarters, and municipalities
