Outline of Emergency Response Map Exercises

2. Exercise sites

The Emergency Response Headquarters were established in the Crisis Management Center at the Prime Minister's Official Residence, related ministries and agencies, Saitama prefecture, Toyama prefecture, Tottori prefecture, and Saga prefecture.

3. Major exercises

(1) Emergency response alert notification drill (10:30 - 11:00)
Based on the assumption that a series of terrorist attacks recognized as incidents warranting an emergency response had occurred in the Saitama, Toyama, Tottori and Saga prefectures, and that an alert on the relevant terrorist attacks was announced, a drill alert was transmitted from the Prime Minister's Official Residence to the Fire and Disaster Management Agency. The Fire and Disaster Management Agency transmitted the alert to all prefectures. For some prefectures, the alert was also transmitted to each municipality (678 municipalities nationwide participated in the drill).
   
(2) Emergency response map exercises (11:00 - 17:00)
  1. Assumption
    • Saitama prefecture: A terrorist attack using chemical agents at Omiya station
    • Toyama prefecture: A terrorist bombing at an oil refinery
    • Tottori and Saga prefectures: Infiltration and hiding of armed groups in various places
  2. Participating organizations
    • Designated administrative agencies: All designated administrative agencies stipulated in Article 1 of Enforcement Ordinance of the Armed Attack Situation Response Law
    • Local authorities: Saitama prefecture, Toyama prefecture, Tottori prefecture, and Saga prefecture
    • Local public institutions: Japanese Red Cross Society; NHK; TV Asahi Corporation; TV Tokyo Corporation; Tokyo Broadcasting System, Inc.; Fuji Television Network, Inc.; Nippon Television Network Corporation; and Nippon Broadcasting System, Inc.
    *About 800 participants in total (Including about 400 from national organizations and about 350 from local authorities)
  3. Contents
    • Map exercises conducted by providing information without showing any scenarios in advance
    • Based on the above-mentioned assumption (a), examining the details about the establishment of a system for initial response activities and the implementation of emergency response measures
    <Specific contents>
    • Based on a report from the National Police Agency, the Prime Minister's Official Residence grasped the details of infiltration of armed groups in Tottori and Saga and established the Countermeasures Office. Based on reports from Saitama and Toyama, etc., the Prime Minister's Official Residence grasped the details of the bombing incidents at Omiya station and the oil refinery.
    • Based on the Armed Attack Situation Response Law and the Civil Protection Law, the national government established emergency response policies and set up the Emergency Response Headquarters, and made a decision at a Cabinet meeting on the designation of local authorities where Emergency Response Headquarters should be set up. Related ministries and agencies and each prefecture also set up an Emergency Response Headquarters and implemented response measures based on response policies (evacuation guidance for residents, rescue activities, disposal of bombs, decontamination activities, and examination of SDF operational concepts, etc.).
    • The National Countermeasures Office handled more than 500 pieces of information (based on certain conditions).
